The first screen of each page is the most valuable real estate and this is where you put your site navigation and your most important content. Many corporations realize the value of the first screen and have issued templates where the top of each page contains the corporate navigation scheme and the bottom carries legal information. These templates also place the local navigation scheme on the left. If well-designed, corporate templates are good because they place boundaries on excessive "creativity" from folks who aren't designers by trade.
