Use the search engines to look for "FAQ", "Internet", "design" etc. all together. An excellent way to get experience is to subcontract for existing web design firms. Hunt down some local ones (or not so local) and let them know you are available for subcontracting work. If you have no experience, don't look for a big hourly rate! You need to be able to point to several sites or bodies of work before you can start commanding a good hourly rate. Good is, of course, relative. Rates are higher on the coasts or for specialists. The going rate around these parts (Midwest) for experienced designers is $35-50/hour, depending on the job and person. Experts can command $75/hour and up. Yes, Photoshop and Kai's Power Tools are the best. You'll also need Zip and Jaz drives for transporting those giant graphics collections around.
