This is a basic communications problem. What do you want to say and who do you want to say it to?

More generally, for what purpose do you want the page in the first place.

Assuming that you have a good message and know your audience, all you need is an HTML editor. There are lots of those. Try HoTMetaL or FrontPage or anything else.

As in any other medium, CGI, Java, Perl, and anything else are important only insofar as they advance your message.

For what it is worth, I have created a Point Top Five/Magellan Three Star Site in my spare time with HoTMeTaL 2.0. If you know your subject and know what you want to do with it, you can do the same.
