Let me over simplify the differences: Internets, Intranets and Extranets are all based on the same technology (which is refered to as Internet technology). The difference is where they are. The Internet is publicly available. Intranets are within a company and not available to the general public. An Extranet is a portion of an Intranet that is made available to the public via special access controls. A good example of an Extranet site is the FED EX site that allows people to check on the status of their packages. The real data comes from inside the company (Intranet) but is available publicly (Internet) via a special controlled site (Extranet). When it comes to creating content (pages) for them, they are all the same since the underlying technology is the same.
