How fast must my link be if I want to link up a chat server

I was wondering how fast my link to the internet must be in order to sufficiently host a IRC Server for 2000 users. Can a Cable Modem do? Correct me if I'm wrong, but I thought Cable Modems work at a max of up to 30Mbps.
