I seriously doubt a cable modem will be capable of that bandwidth (via a normal provider)- your upstream provider most likely has you "throttled" back to like 500kbps (typical).

The second part of your question (that you didnt ask) - can your box handle it? How are you going to handle security? IRC is notorious for hackers and crackers.

Keep in mind also, that with a cable modem, your upstreams providers users will feel the crunch of bandwidth if you attempted this. Unlike dialup ISPs, they only have one pipe (usually) out to their backbone.

An IRC server, while it sounds like it will be a text only - one can also DDE files, objects, and threads. Pings, whois, lookups, fingers and everything will really tax your system and your bandwidth.

dont wanna bust your bubble - but look for alternatives.
