Each site is fairly small, so I would do the following;

A Class C 'private' subnet for each site (Site1=192.168.1.x, Site2=192.168.2.x etc)
Move to a totally IP network. IPX is not required for Unix or NT, so keep things simple (and routable). Use a 10/100 switch at each site to connect all the PC's to the servers at 100MB/second.

To connect the sites together, there are 2 possibilities;

1) Rent a DDS or Frame Relay leased line from each site into the central Syndey site. Each site could use a low cost Cisco 1601 router (or 1603 if you want ISDN backup.

2) Install a dedicated Internet connection to each site at 64K and at least 128K at the Central site. Connect the 10/100 switch at each site to a firewall that supports VPN's such as the Firebox from Watchguard (see www.firewalls.com.au). Each site will still need a Router (EG Cisco 1601) which can be provided by the Internet ISP. The firewall will hide the private subnet at each site behind a small valid subnet provided by the ISP. The ISP will need to give you a subnet with at least 2 fixed addresses at each site.

If you haven't set up VPN's before, it would probably be easier to ask the firewall supplier to do it for you.
