I am not 100% precent on any technical stuff I am about to say, if nothing else you will have something else to think about. And all opinions are strictly mine. :)

Frontpage to Interdev "should" work very well since both are MS products. I have read that Frontpage and Interdev even work well together. For instance you use Frontpage to design the page layout and then use Interdev for the behind the scenes scripting stuff.

Now going from Frontpage to Dreamweaver and/or Ultradev might cause some problems. First there is the fact that you will have to learn a new developement environment. Granted that that the Dreamweaver interface is fairly easy to pick up, it still will cause a delay in developement. The real problems will come in with the code that Frontpage puts out. Like I have said before the table code produced by Frontpage is not exactly what I would call clean. Also for form field validation (and other stuff) Frontpage uses it's own server extensions. In HTML code for forms you will see <!-- webbot...., this is striclty Frontpage compatible. I have not looked into how Macromedia products will handle this code, but it might cause some problems. Note that it is possible to turn off all features that require the proprietary server extensions, they will be greyed out on the menus in Frontpage.

So what do I suggest? Download the trial versions of all of the products. See what you like and what fits your needs and your personal preferences. And I would say to pick one software company and stick with that one. Upgrading to a more powerful software should much easier then.

Also if you get the wrong tool in the beginning for whatever reason, and then realize you need something else, not only have you wasted the money on the first package you have also wasted all the time you spent learning how to use it. If you are really going to use it, buy what you need right away, in the end it will save you money, most likely put out a better site and will save you the frustration of using the wrong product. I use a second rate graphics program, get very frustrated because it cannot do what I want it to, and when it does it is in an anti-intuitive way. Yet I cannot convince my boss that it would be better if I got a certain other program (*ahem* fireworks *ahem*) and save time and frustration and make better web graphics. They see the cost of buying the software, not the cost of me banging my head against the desk for litterally days. It would have saved the company money to buy a better suited program to my needs. Just something to consider.

This got a little long, I will end it now.
